Philippines Disaster Risk Reduction and Management Act

Republic Act No. 10121 is the Philippines' Disaster Risk Reduction and Management Act. A long-pending bill to establish a standalone Department of Disaster Resilience, and separate bills to formalise youth and volunteer representation on DRRM councils, remain before Congress as of mid-2026 without enactment.

Why it matters: The Philippines has one of the region's most developed disaster governance frameworks, but disaster displacement still exposes local fiscal and administrative capacity constraints. The political economy archetype is decentralized disaster governance with local fiscal exposure. The persistence of the Department of Disaster Resilience bill across multiple Congresses without passage is itself evidence of the archetype: institutional upgrading is politically popular in principle but stalls once it implies reallocating standing authority from the NDRRMC/OCD structure.
