Indonesia Law No. 24/2007 on Disaster Management
Law No. 24 of 2007 is Indonesia's primary legal framework for disaster management, implemented operationally through BNPB (national) and BPBD (regional) agencies under Government Regulation No. 21/2008.
Why it matters: This law is important because Indonesia has sophisticated disaster governance, yet displacement may still become administratively discontinuous after emergency response. The political economy archetype is event-based recognition with post-emergency discontinuity. Recent legal-academic literature (2025-2026) has proposed reformulating BNPB's statutory mandate toward proactive mitigation rather than reactive response, but no amendment has been enacted as of mid-2026.
